I dunno.  A lot of well-educated and materially comfortable folks consume CBC and Radio-Canada content.   The web-sites are among the best in Canada, especially for news.  Have you gandered at the comments?   I can't say for sure, but I believe CBC is throwing some resources at moderating the article discussions.  The number of contributions can be huge!

I can see private interests wanting to tap into those ears and eyeballs.  Programming like the Lang-O'Leary exchange suggest a desire to develop new markets.

That's part of the challenge to fully exploit the benefits of convergence.  Outfits like CBC/Radio-Canada, the BBC and even the privately-owned New York Times and Al-Jazeera will continue to provide an exceptional amount of quality material at zero costs to consumers around the globe over the web commons.
