You are correct Canada is not Brazil the president of Brazil did not take a $7 million bribe from Airbus Canada has always been known as one of the most corrupt countries in the world to do business so bad that Boeing actually filed a Gatt complaint over all the bribery

But at least in Canada the justice punish the wrongdoer. In Brazil no justice at all. The Brazilian Congress is one the most corrupted entity in the world

And reason for that is very clear Canada is a new country compared to Brazil and when you try to clean up you have all lot of digging to do due of years and years of infiltration that goes way back, if Canada was as old as Brazil as a nation the the bad roots would have expanded way more.
