Alberta has transferred more than 600 BILLION than they have received and whether you stay in Alberta or leave or never set foot in Alberta your whole life it has no effect on your cpp or your oas.Albertan's, like ALL working Canadians pay income taxes and cpp directly off of their pay cheque with the normal share going to the feds and the provinces, this is what funds cpp, oas, gis. Equalization payments go to the provinces, the programs you are talking about are federal. The only thing that really matters is one province is paying WAY more than anyone else. Some provinces only receive. And if Alberta wasn't hated so much for their "dirty oil" they could provide so much more for the whole country.

one of the more prominent scholars on the subject of equalization is Alberta's Trevor Tombe. You can read some of his thoughts on the subject here.
