The problem is that Goldman's analysis is based on an unsubstantiated account of what is happening with the restructuring, an account that makes little sense in that it will not accomplish the goal.
I find it strange that Goldman publishes the article supposedly by McNeely, but she doesn't. I wonder where he got it.
