When to get in?

When to get in?I have been watching this stock for a few weeks now as the dividend is SO NICE. Looking and re-looking at the charts etc.

I was waiting for it break $12 before I heading in and it looked like it was going there and then made a climb today.

Thinking that if it can break through $13 and legal battles behind, it might take off...

Thoughts?
