Offering clarification

It is my understanding that an offering cannot be done if the preferred shares are trading below their NAV. Is this correct?

Yes, true.  People who might have wanted preferred shares now have better gic rates.  My credit union offers 4.4% on 5 yr.

In this current market i dont think it would be an easy sell.  DFN commons shares showing a healthy premium here, but the general direction of the NAV  has been down for a few months now...
