It may drag for a while but ENB is resilient, it is planning behind the curtains so that when all is said and done, they have the engineering ready, permits in orders, and union crews standing by to do the job. The E in ENB comes from EXECUTION (should be a double E ... EXECUTION EXCELLENCE).
Fact is that no matter what side of the fence you are one, like it or not, there is not one nation nor economy even close to move away from oil.

However, construction on the line will recommence in two weeks following the scheduled "spring break" and will be completed on time this year. Every decision on pipelines in the USA has gone in favour of the pipelines once the election promises made by Biden over KXL was satisfied.
Following Biden's initial splash after the inauguration, his focus (which really means the focus of the Democratic party) began looking ahead to the 2022 midterms. While the Dems narrowly captured the Senate (tied actually which gave them the win with Kamala's vote), they got smacked in the House.
The Republicans will be engaging a full court press in the next 18 months to re-take the Senate and possibly regain the House. Biden and the Democrats will be in full damage control.
Fortunately for Biden, he didn't select Whitmer as his running mate for the election. Whitmer's ill-conceived antics have her political career circling the drain and she has become an embarrassment to Biden and the Democratic party as she isn't making any friends.

Biden's visit to the Ford factory tomorrow in Dearborn is a blatant attempt by Biden to capitalize on Ford's announcement of it's new new electric F-150 truck scheduled for the following day. The decision by Ford will have been years in the making, not something inspired by Biden's political rhetoric.
Biden won't be shutting down Line 5 tomorrow or going anywhere near the topic if he can avoid it.
