A few thoughts...
1....leveraged investments such as ENS make sense if one is positive or at least neutral WRT to the underlying holdings (ENB in this case)
2...the same point WRT Point 1 in terms of your view of the market direction overall
3....buying leveraged investments also means being careful about the price relative to NAV. As I have posted many times, buying a leveraged investment at a significiant premium to NAV introduces another risk factor. Conversely, buying below NAV provides a cushion and reduces risk
4..as I have posted before, I think ENB is well managed and are making the right moves in terms of looking for ways to reduce the costs associated with the transmission of oil and NG in their pipelines and also for increasing their utilities business
5...hard to say, but typically when a company announced something, the market reacts and so this raises the quesation as to whether the upcoming equity raise is already priced into the SP of ENB - my thinking is that at least some if not all is already priced in
