There is no "set dividend", so no its never gonna make up their mind. Please read the prospectus. It will always vary depending on how much they make from the premiums on the covered calls. If you expect a set consistant dividend you came to the wrong etf. Maybe looke at something like HYLD.to (by Hamilton).
