It is true but a bit out of context. The provinces and federal government agree to reduce the amount of fertilizer used but not through restrictions. Farmers can still use the same amount of fertilizer, they are going to work on optimizing it through R&D and incentives. The goal is to reduce emissions while not reducing the food supply.
