If you believe you have a substantial resource, why do a PP in these terrible market conditions, when you can shutter operations and wait patiently for things to turn around? The net dilution of existing shareholder will have to be far less if conditions 1 & 2 are even partially reversed which could happen this year. In a way, management has added value to the company by choosing to do nothing. This is a long term speculation with the potential to get taken out by a major in the near term at depressed levels. JMHO
