Incorrect USACE submitted Plan of Operation and resulting EIS per the real mine plan.  Major miners reject. New USACE 404 permit application and EIS required.

Dunleavy forced to defend.  Three administrations and AK senators against.  Alaskans against.  Native Alaskans restrict land access.

Perpetual water treatment and environmental compliance liabiliy.  Underground mining only or nothing.

*On a positive note, without a JV or buyout from a mining company, a Negative ROD, EPA veto, no Feasibility Study, and other obstacles has allowed the proponent continued employment and compensation.
