There's always a "bought deal officially closed" announcement. For many reasons, including that it signals the start of any trade hold / embargo period. Usually it closes on the day estimated in the initial bought deal announcement (Oct 30 in this case) but it can close earlier. 

The uplist will see two announcements. The first is "conditional approval to list" (likely any day now), and the second is "final approval to list". Those will happen immediately when received, as I believe the TSX posts them on their system anyway as it's their news. They have to do it immediately, especially the final announcement, as sometimes the company starts trading on the new exchange the very next trading day post-final announcement and the info needs to be spread as fast as possible.
