RE:See all those small trades on an uptick?

RE:See all those small trades on an uptick? This might be a stupid question for you because of your career. Brokers are allowed to buy/sell risky plays like PYR for their clients without asking them? Or do the clients have to sign some kind of waiver giving the broker rights to do what he pleases with their money? I'm just asking because personally I wouldn't want to play with other peoples money with unproven companies. The potential is there, but still isn't there better/safer companies out there for your clients? Admittedly I've never sat down with one so I don't know the process and why I'm asking this. Seems like PYR wouldn't check many boxes for a broker to recommend just yet.
