Reducing Traffic Through Congestion PricingThis article gives pause for thought that ultimately pay-per-use tolling programes will use the vehicle as a central part of teh collection process.  Clearly this kind of initiative requires widespread adoption of an in vehicle capability to connect with tolling infrastructure. There seems to be enough push that this is not a far-fetched idea.  The article talks to merging use and abiliity to pay.  I can see it getting traction as more vehicles move away from gas.
