PP at 0,30$ for what ???

PP at 0,30$ for what ???Hi, i'm just a simple shareholder but i don't understand why KEVIN decide to make a PP at 0,30$ with about 16M$ cash  for finishing financial plan due for September 2024 or 2023 ??? He said 2023 but it's not the first time it will be longer than he said. 

Is it for his friend or for making a big party ??? and no i'm not a basher with no share...i just want to understand, so i you can explain to us...WELCOME !!
