I don't view this as good since borrowing costs are likely to escalate alongside CapEx.

Neither is going to happen....the FED is committed to destroying demand....they will.  Materials will plunge in price...today alone you had Fedex warn, a major chemical company, a steel company and a paper company all warn about sinking demand.  SKE is the best project on the planet and will have no trouble with either
