One Excellent Way for Cascabel to get built might be for Newmont and BHP to partner up through a JV.
Risks would be shared by these two largest miners.

All others would either share these risks or get bought out.
There's no room for short pockets.

I agree. Mike Henry, CEO of BHP, is not that bright. And BHP's bigger issue is its upsized, over-energized M and A team which is trying to make the company green overnight. Add to this, BHP is watching the Glencore - Teck takeover to see if it could similarily take over Nutrien. Also I suspect Vale wants to sell its Canadian nickel operations.
