I've never heard of reasonable leftist government. They do everything to shoot their leg, both in Ecuador and now in Peru. They talk about foreign money etc, but in the end hate private sector and would prefer government company to do all the mining. Resource nationalism is alive and kicking. I hope this gets turned around with the senate, but Humala already stole big part of everyone's investment. Small Peru miners have suffered extra tens of percentage drop because of him.
