I don't think so. Russia wants some European nations to PAY for their opposition to NS2, and North American gas is in short supply because of the reduced output in shale and massive demand in Asia. Russia is gonna take its time ramping up NS2 as they can blame US sanctions  and make a killing on the gas they are already sending to Europe. Favored nations and NS2 partners will get gas at better then market prices. This is how Russia operates and it makes perfect sense.  The sanctions cost them a few hundred million $ . They will, however, ensure Europe does NOT run out of gas as they promised. It will also be a great opportunity to make "freedom gas" look like a joke.
