I said most, not all (should have said many).

Look at the Canada Pension Plan been shedding shares fast.

Too be fair, looks like there was an uptick reported in share buying by institutions according to Whalewisdom.

When you drop below $ 5, you get rated as a penny stock (in the US).

Though Franklin added and is top holder, it is still less than 0.1 % of fund. Some fund buyers are just as bad at buying as us retailers.
