Somebody may ask why chinese not to take over the whole WPX? Two reasons: 1) Chinese doesn't want to give canadians an impression that they are just coming here to exploit canadians' resources and not benefit them. 2) They have no experience to bring a potash mine into production in Canada from scratch. They need some guys knowing canadian business way to help them to finish all the work. This $32m is only given to WPX as operation cost to finish all the pre-contruction work because WPX need this money righrt away or WPX has to make another PP at a much cheaper price under the current tough market. China doesn't care this small money, they just want WPX finish all the pre-construction work as soon as possible. Next step, they will continue talking to WPX to stamp the real deal.
