Today's uploaded memo on YESAB website notes this particular extension is NOT provided in the rules, yet refers us to section 46.1 of the YESAA guidelines, which provide:

"The failure of the federal minister, the Minister of the Environment, the territorial minister, the Board, a decision body, a designated office, the executive committee, a panel of the Board or a joint panel to exercise a power or perform a duty or function within a period provided for under this Act does not terminate their authority to do so nor does it invalidate any document prepared or submitted or any decision or action taken in the exercise or performance of their powers, duties or functions."


So in other words: We'll take whatever time we need, thank you very much.

So long as they remain in the position.  This statement is about the overall authority to ensure the spirit of the act is accomplished without burden of an officer failing to act.  In other words a prop owner can't just wait for a govt body to fail to act and then do whatever they want.  It's not a protection for the pwools kusted, but rather a protection for the environment
