This is a vallate point, but as a company selling advertising, why would you want to reduce your distribution at all? We have free papers 5 days a week filled with advertising, that do not ask us if we would like to "opt-out". Makes me think their revenues are driven by distribution!!! "Opt - out program" could be considered a pro-active corporate response to environmental concerns brought forward by many groups and individuals.
