RE:Regulators-to-take-steps-against-short-sellingShort sellers – investors who bet against public companies by borrowing shares and immediately selling them with the expectation the price will drop so they can repurchase at a lower value 

so why do brokerage firms lend the shares in the first place?   it has alwasy struck me odd  how you could borrow a share and sell it and yet the borrowed share can also be sold by the legal owner ;so how can a share be sold twice?
