so you want to get the gov't involved in the oil bizz...LOL  sounds like a stupid idea.... maybe brings memories of a long ago gov't exerxcise to run among the oil sector via petro can.... maybe you like the idea where petro can could back in 25% on all the oil and gas,,, after someone proves it up, the gov't backed company takes 25%..  and just for kicks allow frontier explorartion where the costs are born by the tax payers... like Dome pete... lets pay for some artificial islands in the beauford and drill some $20 mill wells and hell who cares if it hits or not... the taxpayer paid for it....LOL  yes sounds pretty stupid..., kinda what I would expect from a total idiot like you...LOL
