In adition to what Blueboron mentioned, most institutional(fund company) portfolio managers have been seriously lagging the market because they have been sitting on a pile of cash. Most cases 6-10%. Some that I work with are as high as 33%. These managers get paid on performance and need to put their cash reserves to use.
