He just can't execute a plan. Never could and, in all probability, never will.
He knows what to do. He knows in what order to do it but he just never can do it in the timeframe that he, himself, sets. That's the main reason that no institutional has any money here IMO - Even this close to the finsih line, they just can't predict what will happen and when. Case in point: The present holdup in submitting the FS.
