Even if someone is supporting it during negotiations by signing time companies are now dealing with a different group. To get these deals entire communities need to be won over. Dealing with a few reserves is one thing, dealing with a dozen it totally different.
Many don't know but the DeBeers victor pit that's 80k up river is filling with water, salinated water. This is hugely concerning for the communities as the river itself is a source of food and tradition. It's yet to be known where the water is coming from or how it'll effect the freshwater eco system up river. Don't expect them to agree to anything for a while.

So the chiefs and councils that wanted more consultation won't get it as there are new councils and chiefs that have to learn all the ins and outs of the project. 2 years just isn't enough for any leadership to clean up messes from previous leadership and implement a vision.
