This is a preliminary list of projects to be investigated, and as the article says they need to submit a detailed submission, but unfortunately, only 1% of filings so far come close to meeting criteria! A little early to be celebrating!

Don't think it's a lottery.  I'm sure there's criteria the Pentagon uses.  A logical approach for them would be to advance the better later stage developments to bring more production online as soon as possible and get a more irons in the fire for exploration and get some projects ready for development.  Once again I'm assuming things (like cnc being on the list)
