Czo will never need 40 m for such a plant
in fact the ceo indicated in 2019 that such an investment would never be in their plans
while of course we need to wait and see if there is ever a need for the plant and if so what czo decides to do
Seems likely to work with a contract manufactuerer
an exemple would be Natex who has capabilities multiple times that of what czo would need
