Swyint is probably right!
Marketing the charging trucks to individuals is a difficult and expensive task. Then having a small subset of those aware individuals run out of electricity and become customers is a very small initial market. As Swynt speculated, the more logical approach will be to get an EV Fleet to sign on, or to provide services on behalf of a third party such as CAA or a car club, or a become part of an EV car company's roadside assistance program. Totally guessing here. Wouldn't it have been nice if DM had added a note to the NR telling us how having the truck actually translates into income?
