Market Makers. This exact behavior happens to all stocks prior to reverse splits. I've seen it happen several times unfortunately. This stock price will continue to drop. Park quit for a reason

I would suggest these recent NRs are not overly positive nor are they negative. They seem to represent recurring contracts that at least establish an ongoing relationship and the associated revenue
