In the context of this news, the new job offers would be plausible. Why would DM want to hire employees that they do not need ?

Marshall stated that DM does not hire prior to having the work or contracts secued. He stated he believes in adding after work secured to fullfill and perform activities. So 5 new jobs ( could someone share ) Indicates based on Marshalls statements new work has started .
