However, if memory serves me correctly the Ministry have previously refused a license application but it was overturned on appeal, so if it has been rejected I would expect the same process to take place again. Of course the company would also have recourse to litigation for loss of investment, and that must amount to a considerable sum by now, probably many times the current valuation of the company.
