We have a public apology for delays.
We have information and education campaigns by the administration.
We have local and religious support of projects.
We have a public statement by Abinader in support of the exploration specific to the company.
We have legal contacts on the ground meeting with the administration.
I would say that many things have changed; however, as will all junior mining investments there is always a risk which everyone must mitigate to their comfort level.
In my humble opinion this looks like they are paving the way for a permit. Regrettably, it is still slow as hell on their own timeline.
Time will tell.

Someday this deposit will be allowed to study it's environmental impact of that I'm sure. When I am not sure though and I try to be careful to not project my thoughts into assessing how a banana politician makes decisions...
