I don't understand why it went down in the first place. The only thing is FOMB doesn't want 150MW. So they want something smaller in phase I to save money during this hard time? If our project starts with lets say 80MW, and later on expand to 150MW, 300MW or more, it sounds almost equally fine to me. Am I understanding it correctly?

By saying "back down" , does Jeff mean FOMB will reconsider something higher than 150MW ? or will be below that ?

The price will be different depend on the delay. The opportunity cost will raise while the company profit need more time to grow. Usually the stock price on the free market will represent the balance of it. so when the project delay then the stock price go down.
