Thanks shneps, missed that. Looking at the MOU, I do see an issue in the fact that the recharge site at Blackburn Dam is a fair distance from where the majority of water extraction wells are located.

I tend to agree but not having all the facts from both sides (just the City complaint) makes it difficult to ascertain what each side has perceives as to what is a "credit". A few
