I was a little taken aback to read in the Sargent & Lundy report that even though the solar farm will be right next to the 115kV line, it will be the most expensive interconnection of any of the solar projects submitted as over seven miles of the line will have to be rebuilt (it would seem?) to prevent possible overloads.
It sounds like that part of the line is a known weak point. Being such, I'm not sure if the 15 million dollar cost would cause the project to be looked at less farvorably, or if the upgrade needs to happy anyway and this would be a good time to do it. That's to say, it might actually be a positive point in Montalva's favor.
I'm not a utility guy, so my interpretation could be off. Hopefully they address that issue in the report the submitted to PREPA.
