Once again it is a loan and not a grant.
"Private lenders may apply for a loan guarantee on loans made to eligible borrowers who are building or preserving affordable rural rental housing."

Rural town with populations of less then 35,000 are eligible, if you don't hurry up by next year Tehachapi is no longer eligible. (You said it not me)

And again the State of California is proposing not yet passing. 
"California lawmakers are now proposing a $1 billion a year down payment assistance program for first-time home buyers"

As for OILS my current shareprice averages  6.1c and 6.3c respectively
