Again, your missing the point, the extra raw material costs is covered by the ITC as it forms the basis (cost basis) but the increased raw material cost is completely overtaken by the large increase power output of technology over the same period.

Panels are about 25 to 30% of the total project cost per AC watt. Big items like switchgear, transformers, sub-station and low voltage cabling between panels easily come from the USA.  Again, CMEC is an EPC firm, they accomodate the projects requirements to reach its financial goals including maximizing under ITC rules.  EPC firms are not welded to a specific manufacture at all. They have relationships but their job is to wrap and build plus deliver to the banks LC's for 20% of the project cost up front as liquidated damages in the event they stop working. 

60% of the CAPEX can be foreign.

Jim Martin is a province-wide General Contactor with a massive awesome reputation for building big projects. The fact that he started out in life as a red seal electrician and not a P.Eng is quite the impressive journey. Most prominent General Contactors are not P.Eng guys, but guys who started by getting their hands dirty.

I'll answer legit questions to show how much of a neophyte you are, at the same time I like educating your tribe to the fact that I am the expert in this field and that you are very ill informed.

If I don't answer you, its not because I want you to make an inference that my lack of answer gives you the right to make up your own conclusion based on "silence speaks volumes" and then spin it again Shneps style into something negative. If I don't answer you, its because I think you are jerking my chain and I don't want to answer a guy like you, who clearly has his nose and face up his boyfriends backend. You are entitled to your opinion, you are not entitled to your reality.
