No it's not navajoe, but your post was discriminatory towards Europeans as investors! 

The original PDP filing does require a dead line date, they asked for an extension on this filing. It was granted, then  they filed the original PDP with in the extension time!
They do not put specific timelines on the revisions unless conversations or the project seem to go lifeless. The revision section of getting approval can be a process till both parties are stastified with the outstanding issues.
