1. There is not one Tranche 1 project under construction and neither Tranche 2. Read the Governors letter.
You haven't posted the letter for anybody to read, again.
 
2. No projects are being constructed except Ciro One and 
 PPOA. PREPA accepted our 2020 PPOA under the settlement this month.
PREPA has agreed to a PPOA for the third time. The agreement still requires approval from the PREB, followed by the FOMB. We don't know about the LUMA interconnection, as far as I am aware. Many of the Tranche 1 approved PPOAs are still working through permitting, final engineering, financing, etc. PBJL has stated it will take 31 months for final interconnection after a formal PPOA approval. Not sure how you think other proponents can complete this in a few months. Tranche 2 PPOAs have not been approved making it impossible to proceed. Altough GRB stated in their lawsuit that they had already procured all the equipment and purchased the land over a decade ago. IMHO any equipment from 10 years ago is already obsolete and I've never seen an storage expenses in the financials for said procured materials.
 
3. The rates you state are base rates. Actual delivered rates are 40 cents. 
And the delta between a 40c delivered rate and GRBs approved agreement is still a billion dollars based on these the video? 
 
4. Disputes are not legally binding. Anyone can dispute. The Sierra Club has no standing in the matter. And yes, the oil lobby pays Sierra Club. They are a pay to play game. I took a quick glance through Sierra's lobbying involvement for the last decade and see no oil and gas lobbying. Just click on "year select" -

5. There were two small farms of less than 20MW. The houses were devastated. Go to Puerto Rico instead of living in your laptop in Brantford. Your information is never correct.
