Why Montalva may not get selected

All the projects will be prioritized, or ranked, using a McKinsey Matrix. This is a simple concept but difficult to construct, which is probably why a consultant was hired to do the job. The FOMB requirements that go into the Matrix can be found on page 11 of the pdf located here... https://energia.pr.gov/wp-content/uploads/sites/7/2020/09/20200922-0007-Mocio%CC%81n-Para-Retirar.pdf .... On page 7 of the same pdf in the 2nd paragraph the FOMB allows PREPA to add any additional qualifications to the Matrix that they feel is necessary. Could PREPA add "battery storage" or "winning lawsuits" to the Matrix?? I suppose they could... but if they're assigned a low value within the Matrix it won't mean much. Yes Montalva covers a "large footprint" so we should score points there, but we may score low on "Puerto Rico solar experience". What point values are assigned to each requirement are unknown as well right now. Once our point totals are added up who knows where we'll land inside the Matrix. It's not a basic "biggest wins" ranking system. Once completed, the McKinsey Matrix report should make for an interesting read though.

Snootchybootchy... I was just giving examples of how certain qualifications might factor into the Matrix. I should have stated I was speaking hypothetical. Sorry for the confusion. Simply put, as an outsider, it's hard to look at all the projects and figure out how they'll be prioritized within the Matrix without having all the facts for each project and the Matrix formula that will be ...more

WhoDat and others. Does anyone know if Western Wind installed any solar? I'm not sure if that would even count in the McKinsey Matrix, but it might. I'm going through the list of competitors and trying to see how we might stack up. Of course it's a pretty gastaltic experience as we don't really know how the ranking factors are evaluated or if more have been added. Thx

I'm not sure if installing rooftop solar counts but considering there are only, as far as I know, 5 commercial operating solar projects in Puerto Rico it's probably safe to say that points for Puerto Rico solar experience will be hard to come by. Jeff, would you know if the consultant hired to grade these projects completed the grading report?  You had said the report would be completed around this timeframe. Do you have any insights there? Thanks!

SnootchyBootchy ... The consultant hired by PREPA to grade the projects is overdue on delivering his report. It was suppose to be last Friday.  We are all waiting. More likely to get selected but the question is when. 1st round seems much more difficult vs the 2nd round, within the next year or two. That question will be answered more likely in the following year. Then we have Sage. Final approval date has yet to be determined (and I say again the big word here: confirmed date vs a rhetorical date). And be aware that once it has the final approval, month or ...more
