Something is missing

And that something is pretty important. 

If GRB is going to start construction next month, where is the money for that?

I wouldn't be worried about the money $$$ or starting time ! This project is approved by the city and no court is going to stop it! I wouldn't be surprised if phase 1 and 2 are close to sold out by year end! The true selling of the units is location, easy financial conditions and the realtor putting the people into this project! You MISSED THE POINT!! These aren't BIG lots sitting in the rular area with septic systems etc! Modern green homes in dense neighborhood with centre for swimming and recreation activities

I would say you should definitely worry about $$$ and starting time as they have a direct correlation with one another. If the project doesn't begin construction, begins generating revenue through receipt of non-refundable deposits and an approved construction loan then how is the $4M in debentures, water rights purchases, $5.5M in current liabilities all going to be covered?
