My understanding is that this has only been introduced. And yes, this would be very good news assuming it can get through committees and both Houses and passed and signed into law before the election which is just under 4 months away. Many Congressmen and Senators are up for re-election and they are already preoccupied with campaigning... and then there is the summer recess.  I'm not so sure that this can get passed before the election.  If the Democrats win, as the polls predict today, this may not pass or look very different if it is passed.  Once again, this would be great for us, but it's too early to count our chickens.  Good luck all longs

Conclusion

Recent bills submitted to the US Government have focused on the US government supporting US based critical material projects. The most likely beneficiaries are rare earths (including scandium) and battery materials (lithium, cobalt, graphite, and manganese).

For now my top picks would be Rare Element Resources, NioCorp Developments, Cypress Development Corp., Jervois Mining, First Cobalt and Westwater Resources. First Cobalt would be my number one pick due to their low valuation and near term refinery production potential (with Glencore ore); and later complemented by their own US and Canada cobalt projects.
