First, if they have issues with local indigenous groups, they were smart to stop drilling until things get worked out.  That being said, if things are more complicated, things could bog down for the foreseeable future.  

Unfortunately, I've seen projects completely destroyed due to loss of community support.  Gainey needs to get it right and hopefully it won't take too long..
