Please help me better understand this...

Please help me better understand this...I get that the IIROC will halt to ensure a fair and orderly market, but just like bearishbull1 said, this is been accumulating for a while now. I understand the abnormality but why do they Halt purely based on abnormal volume? Bening a fairly new investor can someone please tell me if generally the we see more gains after the halt is lifted given that there's no NR?
