Private producers of MJAre looking to expand before legalization to bring costs per gram down to levels where they can compete in an open marketplace. My guess is Hugh has screened a couple deals already, but is waiting for a company that has the expertise to survive and a business plan that makes sense. A deal will get done, the halt means very little at this stage. Lots of deals available in the sector.
