Yes, it seems that OFAC is awaiting the correct procedure to implement the sale of the PDVH shares as legally authorised by the US court. The US government is strongly opposed to the Maduro administration and OFAC, who no doubt operate with correctness and integrity, are still an office of the US government and would be conscious of the political aspects of their position.
Additionally, Maduro has been in Saudi Arabia very recently for high level talks despite US pressure on SA not to allow this. This must have further widened the US/VZ gulf.
The agreed award to RML is 20 times the current mcap. The chances of some level of success from a positive OFAC action must be 2/1 on. Figure the odds.
